ECHOS appoints Ashley Bulley as executive director

Ashley Bulley is the new executive director of Elizabethtown Community Housing & Outreach Services, commonly known as ECHOS, the organization announced this week.

Bulley most recently served as chief operating officer for Girl Scouts of the Chesapeake Bay, where she worked for four years. Before that, she served at Girl Scouts in the Heart of Pennsylvania, based in Harrisburg.

She has a bachelor’s degree from the University of Lynchburg and a master’s degree in public administration and certification in nonprofit administration from Penn State University.

“I am incredibly honored to have the opportunity to lead the crucial work at Elizabethtown Community Housing & Outreach Services,” she said in a statement. “I am eager to embark on this new journey and connect with new colleagues and partners throughout Lancaster County and beyond.”

Chris Rich, ECHOS board chair, said: “The needs in our community continue to grow. With Ashley’s leadership, ECHOS will increase its capacity, and position (itself) to strategically meet those needs.”

Bulley replaces Briana Anderson, who had served as executive director since 2021.

ECHOS offers a range of programs to assist individuals in need, including case management and referrals, emergency shelter, eviction prevention, job coaching and youth crisis counseling.

It is inviting the community to meet Bulley and the rest of the ECHOS team at an open house at Community Place on Washington, ECHOS’ headquarters, at 105 E. Washington St., Elizabethtown. The event will run from 5:30 to 7 p.m. Monday, June 17.
